Beschreibung
- perform a KU from 208 to 4405
- go to gambio store, download EU-Steuersätze
- install EU-Steuersätze in the module-center
- configure EU-Steuersätze, i.e. allocate the old tax rates to the new EU-tax rates
- check the product tax rates in frontend
result:
- 20% tax rate is added to the 19% original tax rate = 39%
Cause and workaround:
go to settings, search for tax zones
find Nordirland (not Northern Ireland), click on the folder symbol to edit it
the contents are empty, but you can create the missing sub-zone (Nordirland), save
afterwards the tax rates behave normally

The issue occurs after updating from a very old shop version. I tested a cumulative update from v3.13 and everything works fine there.
Implementing a fix might cause more issues than help us, especially because there is already a sufficient workaround.
I talked with Lennard about that and we came to the result to close the ticket.
