1. perform a KU from 208 to 4405
2. go to gambio store, download EU-Steuersätze
3. install EU-Steuersätze in the module-center
4. configure EU-Steuersätze, i.e. allocate the old tax rates to the new EU-tax rates
5. check the product tax rates in frontend
result:
* 20% tax rate is added to the 19% original tax rate = 39%
Cause and workaround:
* go to settings, search for tax zones
* find Nordirland (not Northern Ireland), click on the folder symbol to edit it
* the contents are empty, but you can create the missing sub-zone (Nordirland), save
* afterwards the tax rates behave normally
