- have a 2.0.8b shop ready
- perform a KU to 4.5.1.0
- go to gambio store > modules, download eu tax rates
- after downloading it via the store go to Modules > Modules-Center and install eu tax rates
- an error occurs:
Query error: Duplicate entry 'NIR' for key 'countries_iso_code_3' - Invalid query: INSERT INTO countries (countries_name, countries_iso_code_2, countries_iso_code_3, address_format_id, status, is_state_mandatory) VALUES ('Northern Ireland', 'IX', 'NIR', 1, 1, 0) Unexpected error occurred... SQL Error! Query error: Duplicate entry 'NIR' for key 'countries_iso_code_3' - Invalid query: INSERT INTO countries (countries_name, countries_iso_code_2, countries_iso_code_3, address_format_id, status, is_state_mandatory) VALUES ('Northern Ireland', 'IX', 'NIR', 1, 1, 0) Query: CIDB Library Error
- after refreshing the page the error is gone, edit the module and assign the eu tax rates to the standard tax rates
- check display of taxes in frontend

The problem is that it tries to add Northern Ireland even though it is already there, and therefore it inserts an empty tax zone, with empty tax zones it always adds the VAT of the country zone

The issue occurs after updating from a very old shop version. I tested a cumulative update from v3.13 and everything works fine there.
Implementing a fix might cause more issues than help us, especially because there is already a sufficient workaround.
I talked with Lennard about that and we came to the result to close the ticket.
