User Configurations Service wurde für alle Kunden freigeben und ist nicht mehr auf Admins beschränkt

We decided to make the UserConfigurationService as well as the corresponding system available for all users and not only admins.
Therefore the documentation, as well as the namespace of the current implementation, needs to be updated.
