1. install and configuer Cookei Consent
2. have at least two purposes in one category
3. go to frontend, open the Cookie Consent Panel
4. in one category activate one and deactivate another purpose, so that the category switcher moves to the middle position
5. now activate and/or deactivate all cookies
result:
* although all cookies get activated/deactivated, the category switcher doesn't move to the activated/deactivated side, but stay in the middle position
* happens with 3.15.4.1 and 3.14.4.1
