Preconditions:
* have several countries enabled
1. go to layout / design > content manager >> info pages >>> shipping and payment conditions, hit 'edit'
2. scroll down, hit 'create matrix'
* expected result: a list of your enabled countries is shown
* actual result: only Germany is shown
additional info: when you deactivate the 'only show countries that are activated in your shop'-option, the complete lists of all countries is shown, all countries are disabled, except germany
