The surcharge of an option value isn't applied when you add that option (with option value) to a product.

Steps to reproduce:

1. Add a surcharge to an existing option value.
2. Add that option with the option value to a product.

Expected result:
The surcharge from the option value will also be added to the product option value if not otherwise stated.

Actual result:
The surcharge from the option value is not added to the product option value.
